    　　中新社北京12月22日电 (记者 谢雁冰 郭超凯)民族团结进步促进法草案22日提请全国人大常委会会议二次审议，草案二审稿丰富维护国家象征和标志尊严等相关内容。 　　今年9月，十四届全国人大常委会第十七次会议对民族团结进步促进法草案进行了初次审议，会后草案向社会公开征求意见。有的常委会委员、列席人员提出，国旗、国歌、国徽等是宪法规定的国家象征和标志，对于增强全国各族人民的国家意识、在民族地区更好弘扬爱国主义精神意义重大，建议进一步丰富草案中关于“维护国家象征和标志的尊严”的内容。 　　对此，草案二审稿增加规定“中华人民共和国公民应当增强国家观念，弘扬爱国主义精神，维护国旗、国歌、国徽等国家象征和标志的尊严”。 　　草案二审稿进一步充实依法治理民族事务相关内容。其中规定，国家坚持依法治理民族事务，依法保障各族群众合法权益，加强宪法法律宣传教育，增强各族群众的国家意识、公民意识、法治意识，维护社会主义法治统一和尊严，在法治轨道上推进民族事务治理体系和治理能力现代化。 　　推广普及国家通用语言文字是宪法的规定和要求，也是铸牢中华民族共同体意识的重要举措。草案二审稿对此增加规定，学校及其他教育机构以国家通用语言文字为基本的教育教学用语用字。 　　民族工作事关国家安全、社会稳定，草案二审稿明确贯彻总体国家安全观的要求，统筹发展和安全，推进民族地区高质量发展，其中增加“统筹发展和安全”“贯彻总体国家安全观”的内容。 　　据知，民族团结进步促进法草案采用了“序言+7章”的体例，共62条。7章分别是：总则、构筑共有精神家园、促进交往交流交融、推动共同繁荣发展、保障与监督、法律责任和附则。(完) 【编辑:胡寒笑】|dfg|
