    　　新华社北京12月22日电 2026年新年春节将至，为做好新年春节期间双拥工作，退役军人事务部、中央军委政治工作部、全国双拥工作领导小组办公室近日联合下发通知，要求各地各部队要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届历次全会精神，深入贯彻习近平总书记关于双拥工作的重要论述和重要指示批示精神，按照全国双拥模范城(县)命名大会部署要求，扎实做好拥军优属、拥政爱民工作，不断巩固发展坚如磐石的军政军民团结。 　　通知指出，要深入搞好双拥宣传教育。各地各部队要把学习贯彻党的二十届四中全会精神作为重要内容突出出来，综合运用军地各级各类媒体，广泛宣传“十四五”时期以习近平同志为核心的党中央团结带领全党全军全国各族人民取得的新的重大成就，宣传“十五五”规划建议关于如期实现建军一百年奋斗目标、高质量推进国防和军队现代化的新要求，宣传巩固发展军政军民团结对全面建设社会主义现代化国家的重大意义，教育引导军民更加坚定地维护核心、携手奋进，进一步汇聚起奋力开创中国式现代化建设新局面的磅礴力量。要大力宣传全国双拥模范城(县)、“最美拥军人物”等先进事迹，广泛组织富有地域特色、军民喜闻乐见的群众性节日文化活动，引领形成爱国拥军、爱民奉献的良好社会风尚。 　　通知要求，要主动服务部队练兵备战。各地要紧扣部队实际需求，把服务保障部队备战打仗作为节日拥军的重点，充分利用元旦、春节期间军地走访、军政座谈、慰问驻军等时机，主动了解部队困难需求，研究拿出具体措施，想方设法帮助解决备战急用、官兵急盼的重难点问题。要发扬拥军支前优良传统，积极协助部队遂行冬训演练、战备执勤、维稳处突等军事行动，努力搞好通信、交通、水电、食宿等各项保障。深入扎实搞好科技拥军、教育拥军、文化拥军、法律拥军，就近就便到基层一线部队看望慰问官兵，帮助官兵排忧解难，丰富物质文化生活，持续激励军心士气。承担“城连共建”“情系边海防官兵”春节专项慰问的全国双拥模范城(县)，要广泛发动群众参与、周密组织慰问活动，切实把关怀温暖送到海岛边关。 　　通知提出，要积极开展爱民惠民活动。各部队要自觉践行根本宗旨，着眼地方所需、群众所盼，充分发挥自身优势多办惠民生、暖民心的好事实事。利用节假日等时机，组织官兵深入定点帮扶村、援建共建学校、驻地乡村社区等，积极开展助学兴教、义务巡诊、便民服务等活动，助力改善道路交通、整修农田水利、开展环境卫生整治。广泛开展送温暖、献爱心活动，看望帮助城乡低保对象、残疾人家庭、空巢老人、留守儿童等群体，帮助解决生活实际困难。针对冬季易发森林大火、雨雪冰冻等自然灾害的实际，积极做好灭火、扫雪、除冰等应急准备，协助维护机场、车站、码头等春运交通秩序，确保群众安全过节、欢度佳节。 　　通知要求，要关心关爱优抚安置对象。各地各部门要树立依法拥军观念，认真落实优抚安置各项政策法规，切实维护好部队官兵和优抚对象的合法权益。公共服务窗口单位要落实好军人依法优先举措，为军人军属节日出行、参观游园等提供优待服务。深化“关爱功臣”“双拥在基层”活动，认真组织送立功喜报和慰问信、走访慰问在乡红军老战士、老复员军人和烈军属等，落实好各项优抚待遇，积极帮助解难题办实事，送上党和政府的关怀温暖。各级优抚医院、光荣院和军供站要加强节日期间工作管理，细化措施、用心准备，为服务对象欢度佳节提供有力保障。 　　通知要求，节日期间，各地各部队要严格落实改进作风、为基层减负、过紧日子等要求，筹划开展双拥各项活动喜庆热烈、俭朴节约。 【编辑:梁异】|dfg|
