    补短板强弱项，进一步夯实粮食安全根基

    　　【光明时评】 　　根据国家统计局最新数据，2025年全国粮食总产量14297.5亿斤，比2024年增加167.5亿斤，增长1.2%。我国粮食产量连续两年突破1.4万亿斤，再次实现高位增产。 　　全年粮食丰收来之不易，凸显了粮食生产工作的艰巨性和重要性。今年河南、陕西等粮食主产区发生了旱情，对夏粮生产造成不利影响；黄淮海地区在收获期阴雨天气较多，对粮食生产造成一定影响；同时，东北地区、内蒙古及新疆等粮食主产区在种植结构调整、气候条件有利等因素带动下，实现了较为明显的粮食增产。从全国范围来看，我国已累计建成高标准农田超过10亿亩，农作物良种覆盖率超过96%，农业科技进步贡献率超过63%，主要粮食作物耕种收基本实现全程机械化；国家实施新一轮千亿斤粮食产能提升行动，全国部署了720个粮食产能提升重点县，今年单产对粮食增产的贡献率达90%以上；国家稳定实施耕地地力保护补贴、稻谷补贴、玉米大豆生产者补贴，继续提高小麦、早籼稻最低收购价，实现三大粮食作物完全成本保险和种植收入保险政策实施范围全覆盖，启动实施中央统筹下的粮食产销区省际横向利益补偿。这些都成为粮食增产丰收的关键底气。 　　展望“十五五”时期，我国粮食生产受资源环境约束日益趋紧，全球气候变化加剧可能导致各类自然风险显著增加，迫切需要补短板、强弱项，坚持产量产能、生产生态、增产增收一起抓，进一步夯实国家粮食安全根基，确保中国饭碗越端越牢。 　　提升粮食综合生产能力。建设高标准农田，完善农田水利设施，提升农业基础设施的现代化水平。加快补齐抗风险短板，建立健全农业风险管控体系，提高农业应对自然灾害的韧性。积极结合物联网、人工智能、大数据等技术，发展智慧农业和高质量现代设施农业，实现精准施肥、智能灌溉、病害预警，大幅提升资源利用效率和单位产出。统筹基层农业技术推广队伍、科技特派员、科技小院、现代农业产业技术体系等多元化技术服务力量，构建全覆盖、多层次的农业科技服务网络。充分发挥新型农业经营主体的示范带动作用，通过技术培训、经验交流、利益联结等方式，带动小农户提升单产水平。 　　优化粮食生产结构与区域布局。根据消费升级和市场需求变化，积极发展优质强筋、弱筋专用小麦和高端粳稻、籼稻、糯稻等特色品种，满足人民群众对“吃好”的多样化需求。适当调减高库存品种在非适宜区的种植，重点转向供求缺口较大的饲料粮和油料作物生产。强化市场调研与需求预测，以需求为导向，引导各类农业经营主体生产多元化、差异化农产品，避免过度生产和资源浪费，实现优质优价。在严格保护耕地红线的基础上，在不破坏自然生态系统的前提下，科学评估和合理规划开发山地、林地、草地、水域等非耕地资源的农业利用潜力，形成“宜粮则粮、宜经则经、宜牧则牧、宜渔则渔、宜林则林”的差异化农业生产空间格局，提升全国农业资源配置效率和整体竞争力。 　　增强农民种粮和地方抓粮积极性。健全粮食价格形成机制和市场调控体系，完善粮食收储政策，促进粮食等重要农产品价格保持在合理水平，保障农民种粮基本收益。进一步完善主产区支持政策体系，优化农业补贴政策结构，向实际种粮农民倾斜，提高种粮比较效益。创新金融服务模式，发展农业保险，为农民种粮提供风险保障。强化粮食安全党政同责，完善粮食安全考核体系，调动地方政府抓粮积极性。完善农产品贸易与生产协调机制，统筹利用国内国际两个市场、两种资源，合理把握农产品进出口节奏和规模，既保障国内供给安全，又避免对国内产业造成冲击，实现进出口贸易与国内生产的良性互动和协调发展。 　　(作者：龙文进，系中国农业大学农产品市场研究中心研究员、副主任) 【编辑:刘阳禾】|dfg|
