    社会救助扩围增效 海南筑牢民生兜底保障网

    　　中新网海口12月22日电 (张茜翼 黄方舟)社会救助事关困难群众基本生活和衣食冷暖，事关保障基本民生、促进社会公平和维护社会稳定。“十四五”时期，海南如何健全分层分类社会救助体系，筑牢民生兜底保障网？ 　　在22日举行的“高标准建设海南自由贸易港”系列主题新闻发布会——海南省民政事业“十四五”时期发展改革成效专场上，海南省民政厅一级巡视员石清理说，“十四五”时期，海南通过政策完善、标准提升、机制创新三维发力，全面推进社会救助扩围增效，构建起覆盖更全、标准更高、服务更优的社会救助体系。 　　据介绍，5年来，海南聚焦救助对象精准识别与范围拓展，出台《海南省最低生活保障办法》，修订完善特困人员认定办法、低保边缘家庭认定办法、刚性支出困难家庭认定办法，明确救助对象界定标准，实现救助覆盖从“绝对贫困”向“相对困难”延伸；推动教育、医疗、住房、就业等专项救助政策扩容，将覆盖范围从传统低保对象、特困人员，全面拓展至低保边缘家庭和刚性支出困难家庭，有效破解“低保之外无救助”的“悬崖效应”。 　　海南也首次系统梳理全省低收入人口救助补助政策清单，深化社会救助与社会福利政策衔接统筹，创新探索低保“单人保”政策向刚性支出困难家庭延伸，加速形成“对象清晰、层次分明、资源协同、精准高效”的梯度救助格局，让政策红利惠及更多困难群体。 　　“提高保障标准，实现城乡区域一体化”，海南为此建立与全省人均消费支出相挂钩的低保标准动态调整机制，“十四五”时期连续5年提高基本生活保障标准。目前，全省城乡低保标准为每人每月850元，较2020年分别增长60.4%(城镇)和142.9%(农村)；特困人员基本生活保障标准为每人每月1110元，较2020年增长60.9%，低保标准和特困人员基本生活保障标准均实现城乡区域一体化。 　　海南还规范社会救助金发放管理，确保资金发放精准高效、公开透明。“十四五”时期，全省累计发放低保金52.9亿元、特困人员基本生活保障金13.1亿元，惠及百万余人次；充分发挥临时救助“兜底中的兜底”应急保障作用，累计实施临时救助33.9万人次，发放临时救助金3.1亿元，及时化解困难群众突发性、紧迫性、临时性生活困难。 　　在提升精准救助效能方面，海南深化“放管服”改革，在全省全面推行社会救助“居住地申办”模式，将低保、特困人员救助等审核确认权限下放至乡镇(街道)，简化申请材料、优化办理流程，将审核确认时限压缩50%以上；构建“数据预警+实地摸排”双轨并行的救助对象主动发现机制，实现“数据多跑路、群众少跑腿”，精准识别潜在救助对象。 　　石清理表示，下一步海南将聚焦发挥社会救助“保基本、防风险、促发展”功能，进一步深化分层分类救助体系建设、提升精准救助效能、健全多元帮扶机制，筑牢民生兜底保障网。(完) 【编辑:梁异】|dfg|
