    海南坚守民生承诺：让每位老年人都能安享晚年

    　　中新网海口12月22日电 (张茜翼 黄方舟)“让每位老年人都能安享晚年，是我们始终坚守的民生承诺。”22日在海口举行的“高标准建设海南自由贸易港”系列主题新闻发布会——海南省民政事业“十四五”时期发展改革成效专场上，海南省民政厅厅长龙丁敏如是说。 　　人口老龄化和养老问题是海南自贸港民生保障的“暖心工程”。截至2024年末，海南常住人口1048.31万人，其中60岁及以上人口183.06万人，占比17.46%。 　　龙丁敏表示，“十四五”时期，海南聚焦“兜底线、保基本、促普惠、强产业”目标，全力构建与自贸港定位相匹配的老龄事业和养老服务体系。 　　5年来，海南通过统筹机制提效、友好生态共建、保障网络织密，持续夯实幸福养老根基。引人注目的是，在海南，老龄工作纳入省委、省政府督查事项；社会保障体系、养老服务体系、健康支撑体系建设一体统筹推进，老年助餐服务行动、法律服务助老护老行动、银龄行动等7件为老重点实事项目得以持续组织实施好。 　　据介绍，海南已有43个社区获评全国示范性老年友好型社区，25个社区正在积极创建；全省建成352支老年志愿服务队，注册老年志愿者超5万人，培育“新琼海人”等“银龄行动”志愿服务品牌；为5.1万名特殊家庭老年人购买意外险，近2000家单位落实老年优待服务，累计探访关爱特殊困难老年人超过20万人次。 　　为让养老服务更有温度，海南健全县、乡、村三级养老服务网络，创新推行“建枢纽带站点进家庭”居家社区养老服务模式，依托区域性机构辐射社区站点，将助餐、助洁、助医等服务送进家庭，打造“15分钟养老服务圈”。 　　在城市社区，海南以街道养老服务中心为枢纽、社区服务站为站点，配套长者饭堂、中医理疗室等设施，为特殊困难失能老年人家庭提供适老化改造和智能监测设备，让老年人享受家门口的专业服务；在农村地区，聚焦农村老年人用餐难题，推出“邻里+助餐”服务模式，用“幸福送餐车”让老年人吃出暖心滋味。 　　海南还推动居家、社区、机构三类养老服务形态深度融合，指导养老机构推出“周托服务”，为多子女、双职工家庭提供短期托养，既解家庭照护难题，又保亲情陪伴需求；打造“日照中心+专业医疗机构”样板，推动日间照料中心嵌入诊疗康复功能、联动医院绿色通道，实现社区内医疗+生活照料“一站式”保障。 　　在激发市场与社会活力方面，海南构建政府、市场、社会三方协同机制，出台《海南省养老服务条例》等30余项法规政策；与10个省市签订旅居养老合作协议，推动一批养老服务健康产业项目落地，累计投资达6.5亿元；社会力量兴办养老机构近三年增长53.8%。 　　海南还通过发布养老机构白名单、制定监管职责清单、建立服务标准体系，并出台旅居养老等多项地方标准，筑牢安全与质量防线。龙丁敏表示，下一步将紧紧扣深化养老服务改革主线，聚焦机构安全监管、城市社区服务、邻里互助提质、护理人才队伍建设、银龄行动赋能、老年友好社区创建六大重点，持续优化服务供给、提升服务质效，让老年人安享健康、舒心、有尊严的幸福晚年。(完) 【编辑:胡寒笑】|dfg|
