    新生儿“出生一件事”联办省心又方便

    　　本报讯(记者张菁)“真是太便捷了，没想到这么快就能办完孩子参保的所有手续。”近日，家住北京市丰台区的王女士对该区新生儿“出生一件事”服务流程的便捷高效连连称赞。 　　作为新手宝妈，王女士事先为孩子出生后的参保流程做了很多功课，已做好“多跑腿”的准备。没想到刚来到街道政务服务中心就得到专业业务指导，并享受到一站式办理服务。据介绍，丰台区新生儿“出生一件事”可同时办理出生医学证明申领、出生登记、社会保障卡申领和城乡居民基本医疗保险参保登记4个事项。 　　近年来，国家医保局高度重视新生儿医疗保障工作，积极呵护“小的”，优化新生儿参保政策，大力推进“出生一件事”联办，参保率显著提升；推动实现生育津贴“即申即享”和直接发放至生育女职工个人。 　　床边就能办理、出生即可参保。医保部门积极推动构建生育友好型社会，通过部门联动、信息共享，将过去分散在各个部门办理的出生医学证明、户籍和医保参保等事项集成化办理，一键申请、全程无忧，让“信息多跑路、群众少跑腿”。同时，在新生儿落户参保的基础上，鼓励地方探索新生儿凭出生医学证明参保，真正实现新生儿“出生即可参”“床边即可办”。 　　参保后即可享受报销，不受待遇等待期限制。国务院办公厅印发的《关于健全基本医疗保险参保长效机制的指导意见》明确，除新生儿等特殊群体外，对未在居民医保集中参保期内参保或未连续参保的人员，设置参保后固定待遇等待期3个月。因此，新生儿在出生后的规定时间内参保，不受待遇等待期的限制。 　　规定时间内参保、医疗费用可追溯报销。2024年，国家医保局会同多部门联合印发《关于开展儿童参加基本医疗保险专项行动的通知》，明确新生儿原则上在出生后90天内按规定参保缴费，自出生之日起所发生的符合规定的医疗费用均可纳入医保报销范围。也就是说，新生儿在出生后90天内参保，从出生之日开始的医疗费用可以按规定追溯报销，进一步减轻宝爸宝妈的医疗费用负担。 　　国家医保局提醒广大宝爸宝妈，抓住新生儿参保“黄金期”，尽早为宝宝办理医保参保手续，让孩子从呱呱落地就享有医疗保障。 【编辑:刘阳禾】|dfg|
