    打好治理欠薪主动仗

    　　打好治理欠薪主动仗(人民时评) 　　治理欠薪不能坐等群众上门，应主动向前一步，改变“事后追讨、被动应对”的局面，形成“事前预防、主动治理”的格局 　　防止欠薪，是保障劳动者尤其是农民工权益的重要举措，关乎社会公平正义的底线。这项工作，容不得半点懈怠。 　　临近岁末，许多劳动者盼着结算工资、回家过年，保持治理欠薪的高压态势，尤为必要。近期，从开展治理欠薪冬季行动，到重点督办拖欠农民工工资典型案件，再到对被欠薪农民工开展帮扶救助，各地各部门紧盯这一问题推出务实举措，织密防护网，体现了维护群众权益的底线思维。 　　近年来，随着农民工实名制管理、工资保证金、专用账户、银行按月足额代发工资等制度逐步确立，欠薪问题得到有力遏制。也要看到，随着企业经营状况的起伏、社会就业结构的变化，欠薪滋生的土壤依然存在，必须以高度的责任感做好动态管控，在精细化、长效化治理上下更大功夫。 　　治理欠薪不能坐等群众上门，应主动向前一步，改变“事后追讨、被动应对”的局面，形成“事前预防、主动治理”的格局。 　　比如，河北主动向375万名农民工发送公益短信，逐项目张贴维权二维码，要求当天接诉、100%回访，今年前10月已为5.8万名劳动者追偿工资6.4亿元；内蒙古推出“双驻双查”机制，派驻人员定期去工地核查台账、访谈民工，按月检查工资支付情况，现场解决欠薪问题。下沉服务、畅通机制，打通维权“最先一公里”，就能一定程度弥补监管的滞后性，掌握治理欠薪的主动。 　　前移防线，把欠薪扼杀在萌芽状态，要善用技术监管和信用惩戒两种工具。湖北当阳建设大数据预警平台，对企业水电费、工资支付等指标智能跟踪研判，及时识别欠薪风险，同时结合企业用工行为开展动态信用评级，对失信企业予以多方面限制。当地某陶瓷公司因拖欠工资，在招投标中被一票否决，原有银行贷款也被冻结。依托新的技术手段加强事中监管，完善信用机制做好事后惩戒，才能消除侥幸心理，压缩欠薪空间，引导企业树立“不敢欠、不能欠、不想欠”的自觉。 　　确保劳动者拿到报酬，还要精准识别欠薪成因，分类施策，统筹解决债务问题。比如，快递、培训等业态在用工规范上存在一些空白和模糊地带，要加快补齐制度短板，及时出台兜底性举措。又如，一些企业因为三角债务而陷入困境，并非恶意欠薪，不宜“一刀切”地严加处罚，而要侧重帮助企业恢复支付工资的能力。再如，河南安阳对因客观原因欠薪的某粮储企业，提供“抵押+信用贷”，既让企业渡过了难关，也让劳动者拿到了工资。充分体察市场经营的复杂性，找到债务问题发生的根源，多措并举、协同共治、对症下药，才能治标治本。 　　尊重劳动者，保护劳动权益，就是捍卫社会发展与进步。党的二十届四中全会指出：“加大欠薪整治力度，加强基本公共服务，解决好人民群众急难愁盼问题。”治理欠薪，是一项考验治理智慧与耐心的系统工程。坚持以人民为中心，构建起全链条治理体系，用制度刚性筑牢防线，用服务温度化解难题，让欠薪问题越来越少，让每一分付出都得到尊重与回报，发展的阳光才能温暖每一个前行者。（常 晋） 　　《人民日报》(2025年12月23日 第 05 版) 【编辑:李岩】|dfg|
